Estonia is an unlikely land of cutting-edge technology

TALLINN, Estonia — A land teeming with forests and lakes and technology start-ups.
"If you don't have your own app, you are not popular in Estonia," says Jane Muts, the manager of Garage48, an all-purpose hub that provides facilities and networking opportunities for entrepreneurs in the capital, Tallinn.
Estonia is about the same size as the Dominican Republic, and it has a mere 1.3 million people, yet a combination of factors including a dynamic approach to e-governance, an aggressive push for technology to be taught in the classroom from a young age and a serendipitous infrastructure legacy following independence from the former Soviet Union in 1991 have helped push this 50%-forested nation on the north eastern fringe of Europe into the start-up big leagues.
According to a recent check of AngelList, a website that aims to connect investors with entrepreneurs, there are 123 active start-ups in Estonia. This compares to about 835 in Germany and 2,642 in the United Kingdom, both nations with far higher populations. While that may not sound like a huge number, in fact on at least one measure — start-ups per capita — Estonia has about the same number of companies in the works as the United States, seen as the gold-standard country for entrepreneurs to grow businesses and achieve success.
The nation's technology sector is a little engine that's huffed and puffed and realized it can.
"After independence, there was this clean slate in Estonia, and the authorities focused very quickly on Internet technology and then the country had a big success story with Skype, which also quickly became an example for people," says Mike Reiner, the founder of Start-Up WiseGuys, a business-accelerator program for young Estonian companies.
If Skype — bought by Microsoft in 2011 — is Estonia's poster child for start-up tech success, TransferWise, Fortumo, GrabCAd, Weekdone and dozens of others are just some of the child-wonder's progeny.
"This entire country has felt held back in some way," says Chris Brown, also from Start-Up WiseGuys. "It felt that (during Soviet times) it was artificially restrained. The start-up world has been Estonia's shortcut to finally be reintegrated where it envisions itself. It doesn't have enormous natural resources. It couldn't just Norway its way into success by striking oil," he says.

Information Technology in Business: The big picture

Computers and information systems are essential parts of every business today. Like accounting and legal, every business needs to invest in technology to compete. Technology is both a cost of doing business, and an opportunity to do more business. Most people I talk with recognize the necessity of having a computer, an email address, and a web site, but still look at the upfront cost more than other issues.
After spending some time working with dozens of businesses, I think it's time to take a step back and look at the big picture of technology in business. Let's take a reporter's view of the topic, and ask the basic questions: who, what, where, why, when, and how much?
For today, we'll keep this short, but each of these questions deserves a more complete article in the future.

Why?

What are the benefits of technology for a business? There are many, but most fall under a few categories:
  • Reach more potential customers, develop a business relationship with potential customers
  • Streamline operations, reduce costs, improve efficiency, maximize profit, minimize waste, devote talent to core business instead of overhead
  • Provide better service to customers
  • Support better relationships with key partners
  • Allow customers to better guide the business
The very first question businesses should ask before spending any money or time on technology is, “why am I doing this?” If there is not a core business benefit to be gained, why do it in the first place?

How Much?

Established businesses outside the technology industry typically spend between ½ percent and 10 percent of their annual revenue on technology spending, depending mostly on the industry. Manufacturing and retail are typically at the low end of this range, while finance and health care are typically at the high end.
If you're at the low end of technology spending for your industry, you may be missing out on some key benefits technology can provide. If you're at the high end, you may be spending more than you need to on proprietary solutions, or you may be leading your industry with some strategic investment.

What?

What costs do you need to consider as part of your technology budget? These break down into several categories:
  • Initial cost—hardware and software, and training
  • Ongoing cost—maintaining systems, including licenses for proprietary software, hosting, and support
  • Upgrade cost—cost of upgrades, and expected lifespan of systems/frequency of upgrades
  • Value proposition—how much employee time will the system save? How much new business could the system generate?

  • Risk—what are the risks of a particular system? What does it cost to mitigate those risks?

Where?

Should you spend most of your technology budget on infrastructure, hosted applications, custom line-of-business applications, or what? The answer to this depends a lot on your industry, but even more on your specific business. Generally, most businesses spend around half of their technology budget on infrastructure—computers, networking equipment, and Internet Service Providers (ISPs). As the world moves more and more online, and open source software becomes more compelling, there are huge opportunities for savings in these areas, for businesses that can take advantage of them.

When?

There's a fine line between too much and not enough. Spend too much on technology, and it will consume your time and budget, leaving you ill prepared to do anything else on your business. Spend too little and your competition may improve their business to the point that you can't compete.
You need to implement enough technology to see a real benefit, prevent the worst disasters, and not miss out on any major opportunities, while not spending more than you can handle.
Technology has a cost not just in dollars, but also in the time you and your employees need to spend adapting to it. Bite off too big a chunk and technology becomes counter-productive. Nearly always, small, incremental, ongoing chunks are a better way to bring technology into your business than large all-or-nothing systems that promise to do everything right away.

Who?

Finally, you need to decide who to help you implement technology in your business. Will you do it yourself? Do you purchase an off-the shelf product? Do you use free software? Do you hire a programmer to create a custom system? Do you use a hosted system? Do you hire a consultant to help?
Obviously, as an open source consultant, I think the answer is usually hire a good consultant to help you use as much quality free software in your business as possible. Whether or not to use a hosted system depends on your specific business needs. Off-the-shelf proprietary products are quickly becoming the least favorable way to go, but there are still a few niches where there isn't a viable alternative.

Many businesses are stuck at a tactical level, trying to stay ahead on cash flow and payroll, and don't have time to think about technology in a strategic way. But a strong plan for technology should be a part of every business plan, and re-evaluated whenever taking a strategic look at a business.

How Effective Managers Use Information Systems

Advances in computer-based information technology in recent years have led to a wide variety of systems that managers are now using to make and implement decisions. By and large, these systems have been developed from scratch for specific purposes and differ significantly from standard electronic data processing systems. Too often, unfortunately, managers have little say in the development of these decision support sysems; at the same time, non-managers who do develop them have a limited view of how they can be used. In spite of these drawbacks, the author found that a number of the 56 systems he studied are successful. And the difference between success and failure is the extent to which managers can use the system to increase their effectiveness within their organizations. Thus, the author suggests that this is the criterion designers and managers should jointly ascribe to in exploiting the capabilities of today’s technologies.
What can managers realistically expect from computers other than a pile of reports a foot deep dumped on their desks every other week?
Everyone knows, for instance, that computers are great at listing receivables. But what about all the promises and all the speculations over the past few decades about the role of the computer in management? While there have been advances in basic information retrieval, processing, and display technologies, my recent study of 56 computerized decision support systems confirms the common wisdom that very few management functions have actually been automated to date and all indications are that most cannot be.
Instead, my findings show what other researchers have reported: applications are being developed and used to support the manager responsible for making and implementing decisions, rather than toreplace him. In other words, people in a growing number of organizations are using what are often called decision support systems to improve their managerial effectiveness.1
Unfortunately my research also bore out the fact that while more and more practical applications are being developed for the use of decision makers, three sizable stumbling blocks still stand in the way of others who might benefit from them.
First, managers and computer users in many organizations are familiar with only a few of the types of systems now in use. As a result, different types of innovative systems have often been conceived and nurtured by internal or external “entrepreneurs,” not by the system users or their superiors.
Second, and closely related to my first finding, these entrepreneurs tend to concentrate on technical characteristics. Too often, this myopia means that they fail to anticipate the ways in which such systems can be used to increase the effectiveness of individuals in organizations.
Finally, highly innovative systems—the very ones management should find most useful—run a high risk of never being implemented, especially when the impetus for change comes from a source other than the potential user.
Quite simply, my purpose in this article is to discuss, without getting into the technology involved, the high potential of a variety of decision support systems, the challenges and risks they pose to managers and implementers, and a wide range of strategies to meet these challenges and risks.

Amazon website goes down for 40 minutes, costing the company $5 million

Read about how Amazon.com had an outage earlier this week:

Amazon.com’s website went down around 1 p.m. Pacific time today for as much as 45 minutes due to unknown causes.

The outage appears to have affected Amazon’s main website for all U.S. and Canadian visitors. VentureBeat was able to confirm that it was offline for at least 20 minutes, and the website Down For Everyone or Just Me also confirmed the outage for that time period.

Estimates differ on exactly how long Amazon was offline: Some reports have it at 15 minutes,  25 minutes, 40 minutes, and 45 minutes. At 40 minutes, the outage could have cost the company as much as $4.72 million in lost sales, the Puget Sound Business Journal estimated, based on the company’s average sales of $117,882 per minute. Of course, that’s an average rate, and sales at the online retailer might be expected to be much brisker on a Monday afternoon in the summer, when people are shirking work by ordering barbecue tools, Hawaiian shirts, boxes of cheap outdoor drink tumblers, or trashy novels to read on their Kindles.
Gigaom reports that Amazon’s country-specific websites were still online during the outage as were the websites of Amazon-owned companies like Zappos and Diapers.com.

It’s very rare for Amazon’s homepage to go down, although the company’s cloud service, the Elastic Compute Cloud (EC2) went offline at least twice last year, once in June and once in October, taking out partner sites such as Netflix, Instagram, and Reddit.

Curiously, Google’s home page was offline for about five minutes August 16, potentially costing that company about $545,000 in ad revenue.

"This data reflects the increase in security breaches we saw throughout 2011 and the fact that organizations, both in the public and private sector, are finally realizing the importance of implementing sound security programs that should be run by experienced and qualified professionals," said W. Hord Tipton, executive director of (ISC)². "Even in tough economic times, information security professionals are in high demand by hiring managers and organizations who understand that their skill sets are not only paramount to their organization's ability to conduct business, but also give them a competitive advantage." As demand for IT security specialists increases, the research shows many organizations are doing more to reward the qualified employees they already have on staff. Nearly 70 percent of those surveyed received a salary increase in 2011, with 55 percent expecting another raise in 2012.
"While it’s a very positive sign that this field continues to grow and is somewhat 'recession-proof,' one of the biggest challenges that remains is finding enough of the right people with the appropriate security skills to fill the huge void that exists right now," Tipton said.  "We must continue to build this workforce at an aggressive pace."
The study shows the top skills hiring managers are looking for include operations security,security management practices, access control systems/methodology, security architecture/models, risk management, telecom/network security, applications/system development security and cloud/virtualization.
The research was based on surveys of more than 2,200 security specialists from around the world.
